Just my opinion but I think all participants should vote since there's no way to know who's voting, so the only true way to make it fair is to have all participants vote. (since you wouldn't know if another participant DID vote even if you're told not to) Unfortunately trying to make a system where the site knows you are the user referenced in the poll option would be pretty painful, or I'd look into doing it!
